Enforcement Stop Leads to DUI Arrest and Controlled Substance Seizure

At approximately 9:33 PM, on October 31, 2015, a Williams Police Officer saw a vehicle commit a traffic violation near Highway 20, the Williams Police Department reported.

The officer conducted an enforcement stop on Highway 20, just west of E Street.

The Officer contacted the driver, identified as 57-year-old Mark Edward Payne, of Laytonville, CA.

During the enforcement stop, the officer observed the strong odor of marijuana emanating from inside the vehicle;  this lead the officer to launched an investigation that subsequently revealed Payne was in possession of approximately four pounds of marijuana, packaged for sale, police said.

Further investigation revealed that Payne was also in possession of a small amount of cocaine, as well as over $1200.00 in cash.

Officers seized the marijuana, cocaine, and currency.

Payne was found to be under the influence of a controlled substance, police said.

Payne was taken into custody without incident and booked into the Colusa County Jail for possession of a narcotic, possession of marijuana for sale, and driving under the influence of a controlled substance. ◄
