Last Wednesday, Lt. Ed Anderson was officially sworn in as the Chief of police in the City of Williams, having been groomed for the position by Interim Chief Randy Ulibarri for the past seven months.
Anderson was promoted from the rank of Sergeant to Lieutenant in November. At that time, Ulibarri said that he should be ready to take over the department “in a few short months.” With Anderson now at the helm of the department, Ulibarri is dropping the interim chief title but he will continue to work with the department in an advisory capacity.
“We brought in (Ulibarri)… to work with Ed and get him ready to take over the reins,” City Administrator Frank Kennedy said. “We have full confidence in Ed to do that. Randy will remain around as a resource for a while, but it’s Ed’s department and he’s the chief.”
Anderson thanked Ulibarri, the council, and Kennedy and his friends and family for their support and for placing their faith in him to lead the department.
“I’m extremely honored and humbled by this great opportunity. I look forward to leading the Williams Police Department into the future, and continuing to serve our community for many years to come,” Anderson said. “Our goal is to provide professional, community-oriented law enforcement services to the residents of Williams and our visitors. With this goal in mind, we will continue to work closely with our school community, business leaders, and faith organizations as well as our community service organizations and allied agencies.”
Williams Welcomes two new officers
Anderson’s first order of business as the new chief was introducing the department’s two new officers: Jonathan Hindo and Jaime Moreno.
Hindo comes to the department after spending four years as an officer with the Marysville Police Department. He is a graduate of Sutter Union High School, received his Associates Degree in Administration of Justice from Yuba Community College in 2011, and graduated from the Butte College Police Academy in June 2013. While in Marysville, Hindo received the Chief’s Award for Community Oriented Policing and served with the Yuba County Regional SWAT Team.
Moreno, who grew up in Arbuckle and is a Pierce Joint Unified High School graduate, attended Heald College in Roseville. In 2013, Moreno completed an internship with the Williams Police Department, during which he worked more than 100 hours as part of his degree program. Later that year, he graduated with an Associates Degree in Criminal Justice. Last year, Moreno attended the Santa Rosa Junior College Police Academy. He graduated in December.
“Now that I’m here, I’m excited to work for the City of Williams and I hope to make a big impact on this city, and I hope to stay here for a very long time,” Moreno said.
In addition to the two new hires, officer Daniel Mata was promoted to the rank of sergeant to fill the position left open by Anderson’s earlier promotion. Mata, also the Williams Peace Officers Association President, presented Ulibarri with a plaque in honor of his service to the department.
“You meant a lot to us. Your leadership, your mentoring, everything else – there are so many things I can say you did for this department,” Mata said.
Ulibarri said it was an honor to serve as the interim chief of the department, and said he had made countless friends in his seven months in Williams.
“I couldn’t have accomplished anything without the support of all the men and women at the Williams Police Department, all the city staff – everybody supported me in what I was trying to accomplish, and because of that we have all succeeded,” Ulibarri said after receiving the plaque. “And I think Williams Police Department is in a better place today.”
Three vacant positions remain at the department as Anderson begins his tenure as chief.
Ulibarri said that the department currently has no applicants in backgrounds after a pair had “washed out” last week, but that they did have five or six applications that were currently being screened. Department representatives would be visiting nearby academies to continue recruitment efforts, Ulibarri said.
“The recruiting process is moving ahead… We have three in (Field Training Officer Program)… Right now, everybody is doing as expected, and we’re really happy with the quality of the individuals we’ve been able to hire,” Ulibarri said.
