Colusa man arrested in Highway 20 hit-and-run

A driver who fled from the scene of a hit-and-run on Nov. 13 on Highway 20 has been arrested, the California Highway Patrol reported.

CHP officers arrested Sergio Plascencia Serrano, 43, of Colusa on the charge of leaving the scene of an accident. He was arrested without incident and booked into the Colusa County Jail with bail set at $25,000.

The incident occurred at about 6 AM in the westbound lane, just east of Lonestar Road. The victim, Zulema Moreno, of Arbuckle, was stopped on the north shoulder of the highway due to a flat tire.

According to the CHP, Serrano failed to observe Moreno standing in the roadway and collided into Moreno. He then fled the scene.

Moreno was transported by Enloe Flight Care to Enloe Hospital. According to a family member, Moreno is recovering in a Sacramento area hospital.■
