After a national and statewide recruitment for the position, Mr. Osbourn was selected by a panel of faculty, staff, and administrators. Mr. Osbourn started in the top law enforcement position within the District on August 8, 2011 after completing the required peace officer background, as mandated by the Commission on Peace Officer Standards and Training (POST) and after completion of the mandatory physical and psychological screening.
Mr. Osbourn has over 14 years of law enforcement experience, most recently as Division Commander to the Mission Support Division at Marysville Police Department. He has held a range of positions including Police Officer, Field Training Officer, Rangemaster, Narcotic Agent; Crisis Negotiator, and Tactical Officer with the Twin Cities SWAT Team; Police Sergeant, and Administrative Sergeant prior to being promoted to Division Commander.
Mr. Osbourn is a product of the Community College system; having graduated from a Community College Police Academy and holding an Associate of Science Degree in the Administration of Justice and is actively involved in the community through the Exchange Club of Marysville as a member and past president.
