Orozco Lopez arraigned on perjury, election code violation charges

Rosa Elia Orozco Lopez, the Williams School Board member accused of a number of election code violations and perjury, was arraigned in the Colusa County Superior Court last Tuesday on two charges of perjury by declaration, a charge of filing false nomination papers or declaration of candidacy, and voter registration fraud – all felonies. She is set to appear in court again on June 6 for the setting of her preliminary hearing.

Orozco Lopez, 62, was arrested by the Colusa County District Attorney’s Office on April 6 after a nearly three-year investigation, District Attorney Matthew Beauchamp said, which related to Orozco Lopez falsely stating on her election filing that her place of residence was at a home in Williams, when she was actually living in Yuba City.

Orozco Lopez responded to the charges against her during a Williams Unified School Board meeting on April 19, stating that she was “devastated and insulted” by the allegation she lied about her residency. She participated and voted in the meeting, and indicated that she would not be resigning her seat on the school board.

During a special meeting later that night, the school board voted 4-0-1 to hire Paradox Technology, a private investigations firm based out of Sacramento, to “conduct investigations as needed, including alleged ethics and governance violations by (a) board trustee.” Orozco Lopez recused herself from the agenda item relating to the private investigator, but said that she would welcome an investigation. ■
