District Attorney’s Office will not charge parade horse rider for DUI

The Colusa County District Attorney’s Office will not file charges against the horse rider who was arrested on suspicion of felony driving under the influence after he was thrown from his horse, which then trampled an 8-year-old child during the Colusa County Fair Parade on June 8.

District Attorney Matthew Beauchamp said last week that his office would not file charges against Armando Martinez Ruiz because California’s laws on driving under the influence require that a person be driving a ‘vehicle’ while under the influence to be charged with DUI, and that in his research on the case, there was nothing in statutory or case law that defined a horse itself as a vehicle in California.n
