ACTION: Notice of Availability of an Environmental Assessment
SUMMARY: Notice is hereby given that the RHS, as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by the Sites Project Authority, of Maxwell, California. The proposal is for construction of the Maxwell Water Intertie, located Northwest of Maxwell, CA. The Sites Project Authority has submitted an application to RHS for funding of the proposal.

SUPPLEMENTARY INFORMATION: The Sites Project Authority proposes to increase the efficiency and reliability of water management in the western Sacramento Valley by adding to or improving existing facilities to facilitate greater flexibility in water conveyance, which would increase the drought resistance of rural communities. The Maxwell Water Intertie pipeline would connect existing canal systems west of the Sacramento River (the Glenn-Colusa Irrigation District Main Canal and the Tehama-Colusa Canal) to achieve this flexibility. The goals of the Maxwell Water Intertie project are to:
1. Improve the transfer of water between the Tehama-Colusa Canal and Glenn-Colusa Irrigation District Canal systems.
2. Improve water management facilities and activities for use by some participating water agencies for agriculture as a benefit to rural communities.
System requirements include the ability to convey water in both directions between the two canals and the ability to provide a regulating pool within the facilities operated by the Tehama-Colusa Canal Authority for Glenn-Colusa Irrigation District use.
ICF International an environmental consultant, prepared an environmental assessment for RHS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RHS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project.
Questions and comments should be sent to USDA Rural Development (RD) at the address provided. RD will accept questions and comments on the environmental assessment for 15 days from the date of publication of this notice. Any final action by RHS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
