PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN THAT the Planning Commission of the City of Williams will hold a public hearing on TUESDAY, MAY 19, 2020 at 6:00 p.m. The meeting will be held in the City Council Chamber of City Hall, 810 “E” Street, Williams. In compliance with the American with Disabilities Act, please notify City Hall 72 hours prior to the meeting to arrange for special needs – (530) 473-5389.

All interested persons are invited to present written and / or oral comments on the matter being considered or may also submit an e-mail to mstegall@cityofwilliams.org prior to the meeting. If you challenge these matters in court, you may be limited to raising only those issues you or someone else raised at the public hearing(s) described in this notice, or in written correspondence submitted to the City Clerk at, or prior to, the public hearing(s).

NOTE: This meeting is being agendized to allow staff and the public to participate in the meeting via teleconference, pursuant to the Governor’s Executive Order N-29-20 dated March 17, 2020.

Executive Order N-29-20 authorizes local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically to all members of the public and staff in effort to observe Social Distancing Recommendations.

Members of the public are encouraged to participate in the teleconference.

Stott Outdoor Advertising (Applicant) Conditional Use Permit Application for construction and installation of an Outdoor Advertising Billboard sign (also known as a Off-Site Freeway Oriented Sign) requiring a General Plan Amendment and Zoning Map Amendment. The sign will be contained within a 1,600 square foot area of a parcel containing 24.25 acres. The property is owned by the County of Colusa and is developed and occupied by the Colusa County Migrant Farm Housing. The property is located at 400 Theatre Road (south side of Theatre Road, just west of Interstate 5), Assessor’s Parcel No. 016-320-012.

The City has tentatively determined that this project will not result in a significant adverse impact on the environment and that the City is prepared to issue a “negative declaration” in accordance with the California Environmental Quality Act. This tentative determination is based on an environmental study that assesses the project’s potential environmental impacts. This study includes a complete description and illustrations of the project which is available for review at:

Final environmental determination on the project will be made by the City Council who will be taking final action on the project if the project is recommended for approval by the Planning Commission.

Community Housing Improvement Program (CHIP) Inc. Design Review application for 23 single family homes which are part of a Self-help housing program on existing lots in the Williams Eastside Project Unit 2, Phase 10. The homes are proposed on lots located on Heron Way, and White Oak Drive. Assessor parcels 005-400-001, 005-400-031 to 040, 005-400-042 to 053, in the Neighborhood Conservation District (NC 61-6).

EKROOP EXPRESSTRUCK WASH, TIRE, & LUBE. The proposed project is the construction and operation of a Truck Wash, Tire and Lube in the City of Williams. Baldish “Lucky” Singh Hundal submitted an application for a Design Review and Site Plan Permit for a proposed Truck Wash, Tire and Lube to be sited on approximately 1.82 acres on Assessor’s Parcel Number (APN) 005-440-021 located near the southeast of the I-5 and SR-20 Intersection. The proposed project would include the construction of a 12,458 square foot single story steel framed building. The building would provide 1 oil/lube bay, 1 tire bay, 2 wash bays, business office, restroom facilities, tire storage and oil containment room. The project is consistent with the City of Williams General Plan and Zoning Code.

This notice is posted in accordance with the provisions of the California Government Code, Title 7, Chapter 65000, as amended.
