NOTICE OF PUBLIC HEARING
NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
NOTICE IS HEREBY GIVEN THAT THE CITY COUNCIL will hold a Public Hearing in the City Council chambers in the Colusa City Hall located at 425 Webster Street on Tuesday, August 18, 2020 at 6:00 p.m. or soon thereafter. The meeting is for the purpose of reviewing, and potentially approving/adopting, the following items:
1. An Ordinance of the City Council of the City of Colusa approving a Development Agreement between the City of Colusa and Amarjit Cheema relative to the potential development and operation of retail commercial center on approximately 6 acres of property located at 1601 State Highway 20 and 1301 Wescott Road in Colusa.
2. A resolution of the City Council of the City of Colusa approving a general plan amendment to designate approximately 5.93 acres as Commercial Professional District for the Colusa Town Center Project.
3. An Ordinance of the City Council of the City of Colusa rezoning approximately 5.93 acres to General Commercial Planned Development (C-G-Pd) District for the Colusa Town Center Project
4. A resolution of the City Council of the City of Colusa adopting a Mitigated Negative Declaration and mitigation monitoring program relative to the potential development and operation of a mid-size shopping center with multiple retail businesses, including an anchor grocery or drug store, gas station/car wash, 3 fast-food restaurants with drive-through service windows, speculative retail business suites on approximately 6 acres of property, and related roadway and intersection improvements located at 1601 State Highway 20 and 1301 Wescott Road in Colusa.

At their meeting of April 22, 2020, the City of Colusa Planning Commission voted 4-0 to pass a resolution recommending City Council approval of the Development Agreement addressed in item 1 above.
At their meeting of July 22, 2020, the City of Colusa Planning Commission voted 5-0 to pass resolutions recommending City Council approval/adoption of items 2 through 4 above.
All interested parties are invited to submit written comments to the Planning Department at firstname.lastname@example.org, to the Planning Department at the above address, or by dropping off a comment at the City Hall drop box. All written comments will need to be dropped off by 4:00 p.m. on August 18, 2020.
