Williams Fire Protection Authority – Invitation to Bid


Sealed proposals will be received at the office of the Williams Fire Protection Authority, located at 810 E Street, Williams, Ca 95987, until 2:00 pm local time on May 10, 2021, or such later date as may be set by addendum, and then will be publicly opened and read for the construction of the following public works project:

Underground Utilities and Aggregate Base for Williams Fire Protection Authority Phase 1. On-site and off-site construction of underground utilities including sanitary sewer, water, and storm drain, site grading and placement of aggregate base in non-building areas.

The contract documents for the Project, including the public works construction contract, instructions to bidders, bid forms, and plans and specifications, may be examined at the Authority office, with prior notice to the Authority’s representative, located at 810 E Street, Williams, Ca 95987. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Questions must be submitted in writing as soon as reasonably possible, but no later than three (3) working days before the date specified for bid opening and may be referred to: Chief Jeffery Gilbert at:

Please note that questions received less than three (3) working days before the time specified for opening bids may not be answered. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest.

The Authority will hold a pre-bid conference at the site of the project, the Northwest corner of Ella Street and Husted Road, Williams, Ca 95987, on April 27, 2021 at 3:30 pm. It is suggested that each prospective bidder review the bid documents and project site prior to the pre-bid conference. Each prospective bidder shall be required to attend the pre-bid conference. Bids from any bidder not attending this conference will be rejected as non-responsive.

Each Bid must be submitted on the prescribed forms and accompanied by cash, a cashier’s check, certified check or bid bond executed on the prescribed form payable to the Authority in an amount not less than 10 percent of the amount bid.

The successful bidder will be required to furnish a payment bond and faithful performance bond each in the full amount of the Contract price, and insurance with certificates and endorsements of insurance, as provided in the Contract Documents. The required bonds must be provided only by a surety insurer who is admitted to do business by and in good standing with the California Department of Insurance.

Bidders are hereby notified that in accordance with Public Contract Code section 22300, securities may be substituted for any monies that the Authority may withhold pursuant to the terms of this Contract to ensure performance.

The successful bidder must possess the following classification or type of contractor’s license issued by the Contractors State License Board: Class A, California.

To be qualified to bid on this Project, bidders must be registered and qualified to perform public work with the Department of Industrial Relations pursuant section 1725.5 of the Labor Code. All subcontractors listed in a qualified bidder’s bid as performing any portion of the work also must be registered and qualified with the Department of Industrial Relations.
Bids that equal or exceed $1,000,000 must be accompanied by an Iran Contracting Act certification in the form provided in section 1.9.

The attention of bidders is directed to the requirements and conditions of employment to be observed and prevailing wage rates to be paid to all workers employed under the Contract in accordance with Labor Code sections 1770 and following. Copies of the prevailing rate of per diem wages are on file at the Authority’s office, and will be made available to any interested party on request. In accordance with Labor Code section 1771.4(a)(1), this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

The Authority reserves the right to reject all bids. Any bid not conforming to the intent and purpose of the Contract Documents may be rejected. The Authority may extend the time to award the Contract.
