Notice of Public Hearing – Colusa City Sewer Rate Analysis – May 15

TO APPROVE PROPOSED SEWER RATE ANALYSIS REPORT, AND TAKE PUBLIC COMMENT ON PROPOSED SEWER RATE CHANGES. 

NOTICE IS HEREBY GIVEN THAT THE COLUSA CITY COUNCIL will hold a Public Hearing on May 15, at 6:00 p.m., in the City Council Chambers, 425 Webster Street, Colusa, CA. 95932, regarding proposed sewer rate increases and to set a public hearing date for final action.

1. The City is proposing to amend the methodology for calculating residential, commercial, and industrial sewer rates.  The purpose of the proposed changes is to: satisfy Clean Water State Revolving Fund loan requirements, cover costs for personnel, operations and maintenance as well as increase in capital expenses for improvements to the sewer collection system, and to revise a more accurate commercial and industrial flow charge component to the sewer rate structure.  The amended rate structure, if adopted, will result in a base rate increase for all sewer users and a change to the commercial and industrial usage fee module.

2. Under the amended sewer rate structure, residential customers will pay a fixed monthly base charge and commercial and industrial customers will pay a fixed monthly base rate plus a usage charge element based on the amount of water usage.  

3. Before taking final action on the proposed rate change, the City Council will hold a PUBLIC HEARING tentatively set for Tuesday, July 17, 2018 at 6:00 p.m. at the City Council Chambers, 425 Webster Street, Colusa, CA 95932.  The Public Hearing will be for hearing public testimony and receiving written protest on the proposed sewer rate changes.  The Council may continue the hearing from time to time without further written notice.

At said time and place, all persons interested, including all persons owning property within the City’s jurisdiction, may appear and be heard as to the proposed sewer rates, including matters related to the calculation and/or amount of the proposed rates, whether the proposed rates and charges are discriminatory or excessive, or will not be sufficient under Government Code section 54515, or will not comply with any other provision of the Government Code, or will not be sufficient under the provisions or covenants of any outstanding revenue bonds of the local agency payable from the revenues of the enterprise, or on any other matter relating to said proposed resolutions, or the rates or charges proposed therein.  The Sewer Rate Study Analysis Report will be available to review at City Hall, 425 Webster Street, Colusa, CA 95932 or www.cityofcolusa.com shall be available after May 10, 2018.
