City questions annexation of county airport 

The Colusa City Council once again continued the public hearing related to the annexation of Colusa Industrial Properties into the city limits.

City officials believe growth will continue to move south of the current municipal line, and have been working on a plan for the future. Before then, however, they hope to resolve the matter of whether the Colusa County Airport should be incorporated into the city limits. They are also working to resolve the tax share agreement with the Colusa County Board of Supervisors so that both jurisdictions might benefit from proposed new residential, commercial, and industrial projects.

In order for the annexation application to go to the Local Area Formation Commission for final approval, the City Council must have all agreements in place in order to amend their General Plan and sphere of influence, city officials said. 

“We’re marching forward,” said Councilman Dave Markss, who recently met with Colusa County officials on the tax share agreement. 

Crop duster Paul Sankey, a member of the Colusa County Airport Land Use Commission, has been the most vocal at the last two public hearings that the airport not be included for annexation into the city limits, after county officials originally said that it would not be. 

“I think it needs to be taken off the annexation, and I wish the city would take another hard look at it,” Sankey said. “I don’t think it needs to be included. I think it’s going to be a liability to the city if they do annex that in, and there is no reason to have it here.” 

City officials originally said the county’s operation of the airport would not change regardless of whether the airport remained in the county or was annexed into the city, but some are now having second thoughts.  

“I honestly would just as soon not have it in,” said Colusa Mayor Greg Ponciano, who directed City Manager Jesse Cain to discuss the matter with county officials further.  

The proposed 684-acre annexation is comprised primarily of the Colusa Industrial Park. About 107 acres on Westcott Road are also included in the proposal, and will be annexed into Colusa as single-family residential property. 

City officials said most of the project was anticipated for annexation when LAFCo adopted the City of Colusa sphere of influence in 2012. 

The public hearing has been continued to 6 PM on May 21. ■
