NOTICE OF SCHOOL BOND ELECTION
AND NOTICE OF DEADLINES FOR SUBMITTING ARGUMENTS
FOR OR AGAINST MEASURE C

NOTICE IS HEREBY GIVEN to the qualified electors of the Yuba Community College District (the “District”) located in the Counties of Yuba, Sutter, Colusa, Glenn, Lake, Yolo, Butte and Placer, that in accordance with applicable law, an election will be held on Tuesday, March 3, 2020, in the District, at which election there will be submitted to the voters the question of issuing and selling bonds of the District in the amount of not to exceed $228,400,000 in accordance with the actions relating thereto taken by the Board of Trustees of the District.

The abbreviated statement of the measure to appear on the ballot is as follows:

“To repair, modernize and construct classrooms/buildings for career/technical education at Yuba and Woodland Colleges and Colusa, Lake and Sutter County campuses including nursing/ healthcare, fire/police and agricultural technology, shall the Yuba Community College District measure authorizing $228.4 million of bonds be approved with legal rates, annual levies less than 2.5 cents per $100 of assessed valuation while bonds are outstanding (generating $13.3 million per year), annual audits, independent oversight and access to State matching funds?”

All of the purposes enumerated in the measure are united and shall be voted upon as one single proposition.  The bonds proposed to be issued and sold shall bear interest at rates that do not exceed statutory limits per annum, and the number of years the whole or any part of any series of bonds are to run shall not exceed the statutory maximum, which is 40 years from the date of the bonds or the date of any series thereof.

Each qualified elector of the District shall be entitled to vote only in the District election precinct of which they are a resident.  If 55% of the qualified electors voting on the measure vote “YES”, then the measure is approved.

The Board of Trustees of the District, pursuant to a Resolution duly adopted at a public meeting of the Board of Trustees held on October 10, 2019, ordered the election described in this Notice pursuant to the terms contained in such Resolution and in accordance with all legal requirements.

NOTICE IS HEREBY FURTHER GIVEN Friday December 13, 2019 5:00 p.m., is hereby fixed as the final date on which Arguments For or Against the measure must be submitted to the Colusa County Clerk. Arguments may not exceed 300 words in length.

Friday, December 20, 2019 5:00p.m., is hereby fixed as the final date on which Rebuttal Arguments not to exceed 250 words in length must be filed with the Colusa County Clerk.

The district governing board, any member(s) of the board, voter eligible to vote on the measure, bona fide association of citizens, or any combination of such voters and associations may file a written argument for or against any school measure. Printed arguments submitted to voters shall be titled with “Argument in Favor of Measure C” or “Argument Against Measure C”, with rebuttals titled with “Rebuttal to Argument in Favor of Measure C” or “Rebuttal to Argument Against Measure C” accordingly. 

Arguments and Rebuttals must be accompanied by a statement as prescribed by 9600 of the Elections Code. The pre-printed form is available on the Elections website www.countyofcolusa.org/elections  or at the County Clerk’s Office.

Notice is further given that Arguments/Rebuttal arguments filed under the authority of the California Elections Code will be available for public examination in the Colusa County Clerk’s Office for not less than 10 calendar days immediately following the date of the filing deadline.

Arguments/Rebuttals in favor of or against the measure shall be submitted in writing to the Colusa County Elections Department, 546 Jay St., Suite 200, Colusa, CA  95932. Election to be held on March 3, 2020 and polls will be open from 7:00a.m. to 8:00p.m. For additional information contact the Colusa County Clerk’s Office at 458-0500.
